USAF's Big Concrete Plan in Guam - But No Shelters?

So I read that the US Air Force is laying down 20 acres of concrete at Andersen AFB in Guam. Pretty big move, right? It seems like they're really focusing on the Pacific now, especially with their pivot strategy. It's interesting because Guam's been a key spot in the Indo-Pacific region for a while, and this kinda shows how important it is to them.

But here's the kicker: they're not building any shelters. I don't get it. They're pouring all this concrete, which sounds like they're preparing for larger deployments, but not adding shelters? I mean, wouldn't you want to protect your aircraft and personnel from the elements or potential threats? Seems like a missed opportunity to me.

I wonder if there's a reason behind this decision. Maybe there's something I'm not seeing or understanding about military strategy or budgets. What do you guys think? Is this just a first step, and shelters might come later? Or is there another angle to this whole thing?
